Hangzhou has recently launched new guidelines to improve the treatment of skilled technical workers, according to a local news release.

According to the guidelines, which are scheduled to be implemented on Feb 1, the number of highly-skilled technical workers is expected to account for more than 35 percent of all technical workers in Hangzhou by 2022.

The guidelines state that a special program will be introduced to recognize top-notch technical workers. Every year, 30 outstanding technical workers will be selected to receive 50,000 yuan ($7,185) in cash.

Those who receive prestigious awards such as the China Skill Award, Qianjiang Skill Award, and China Technical Expert Award will receive cash awards of 150,000 yuan, 100,000 yuan, and 30,000 yuan, respectively.

Organizations offering training to winners of world technical competitions, and companies or institutions that successfully employ those winners will also be awarded.

A new evaluation system for technical workers will also be rolled out, giving technical workers who receive special recognition the same opportunities and benefits as holders of National Vocational Qualification Certificates

The guidelines also state that political treatment of highly-skilled technical workers should be enhanced, and that more seats in organizations such as the Labor Union, the Communist Youth League, and the Women's Federation should be granted to high-caliber technical workers.
