The third Hangzhou Binjiang International Talent Festival was launched on May 5, which also marked the 10th anniversary of the launch of the Hangzhou High-Tech Zone (Binjiang) 5050 Program.

Over the past decade, the program has introduced 20,000 high-caliber professionals to Binjiang district, 37 of whom are considered "top talent", including Nobel Prize and Turing Award winners and academicians from home and abroad.

The program also helped found 780 companies dedicated to providing services for incoming talent, and cultivated 13 unicorn and quasi-unicorn companies as well as 12 listed companies.

During the launch ceremony, the talent e-code mini app was launched to provide direct services for skilled workers.

Skilled workers can apply for streamlined services related to accommodation, the 5050 program and intellectual property.

The government of Binjiang district also announced the construction of an intelligence health care town and rolled out measures to boost the life science industry.

To help provide adequate accommodation for skilled workers, Binjiang district has offered affordable houses to more than 8,000 workers from over 500 companies. 

Over the next three years, Binjiang will build more quality houses to accommodate talent. 

A financial support plan was also revealed at the ceremony. The local government signed cooperation deals with China Zheshang Bank, Bank of Hangzhou and Hangzhou United Bank to spend 15 billion yuan ($2.12 billion) over the next five years to support talent programs.

Twelve company incubators from the United States, Australia, Canada and South Korea will also join the Binjiang super incubator system to help develop innovation projects.
