Hangzhou continues to shine as a top destination for foreign talent

The 2023 Hangzhou International Human Resources Exchange and Cooperation Conference opened its doors on Nov 12, marking the 13th year in a row that Hangzhou has been selected as one of the most attractive Chinese cities to foreign talent.
The announcement also witnessed Hangzhou securing a spot in the top five for the fifth year in a row.
The list is based on an evaluation index system for the attractiveness of Chinese cities to foreign talent. The assessment considers job satisfaction, living convenience, and environmental friendliness. A total of 6,095 questionnaires were collected by screening 42 domestic cities.
The top 10 for 2022 are Beijing, Shanghai, Guangzhou, Hangzhou, Shenzhen, Suzhou, Qingdao, Nanjing, Chengdu, and Chongqing. Overall, attractiveness to foreign talent is correlated with economic development conditions and the innovation and entrepreneurship environment of the cities.
In the job satisfaction index, the top three cities are Beijing, Shanghai, and Hangzhou. In addition, Hangzhou ranks first among cities in secondary indicators such as labor rights, compensation and benefits, and career development.
